REDUCTION OF THE FEDERAL GOVERNMENT WORKFORCE

In an effort to reduce duplication and cost within the Federal government and lessen government competition with the private sector, the Bush administration has published revised rules for determining which government contracts and functions should be outsourced to the private sector. Over 850,000 Federal government jobs could be affected by these rule changes. The revisions to OMB Circular No. A-76 are also intended to streamline a confusing and time-consuming contract competition process that can take years to complete. These changes should make it easier for private contractors to successfully bid on government contracts, especially those in the information technology arena.
